One thing is very obvious. Democracy can be established. and maintained in the countries where there is a prevalence of education. In our country, the literacy rate is not more than 40 per cent. Such an illiterate society where the people have no sense of their rights and duties, it is very difficult to create a truly democratic system.

For fair and free elections and to set up a true democratic system, I would like to offer some suggestions. First, in the prevailing system, it is not possible to have a literate society but through guidance, We can give the people awareness about the value of their votes. They should avoid cheating and fraud. They should select those persons who never seek the support of negative activities. Second, the election commission must introduce some reforms regarding the new elections. Chief Election Commissioner must be a dutiful and honest person. He should be answerable to the people. He should not show any partiality in favour of some party as well as prejudice against any party. Third, the role of the media cannot be overlooked. It is already playing a positive role in changing the traditional thinking Fourth, the people in the villages should give up caste system and try to choose the true leaders for their welfare, Fifth, management should be completely free to tackle the people Who divert the smooth running of elections and sabotage the whole system. Sixth, the candidates who have fake degrees must not be eligible to participate in the elections. They must be given exemplary punishments for this. Seventh, young and educated Leaders must come forward and must be promoted by us
